Riders must be at least 14 years old. If an e-bike does not meet these requirements, it is classified as a motorcycle or moped and must be registered, taxed, insured, and the rider must have a valid driving license and wear a helmet.

E-bikes, also known as pedal-assisted bikes, don't need insurance or a license. They're limited to 250W on public roads, while some can go faster but should only be used on private land with permission. E-bikes have a 15.5mph speed limit on roads. As for privately owned electric scooters in the UK, they are currently illegal on public roads and should only be ridden on private land with permission. Future law changes are expected.
