In the United Kingdom, the use of privately owned e-scooters on public roads, pavements, and cycle lanes is illegal. They are only permitted on private land with the landowner’s consent. Privately owned e-scooters cannot be insured for public use, making their operation in public spaces unlawful. 

Electric bikes, or e-bikes, are legal on public roads and cycle paths if they meet the criteria for Electrically Assisted Pedal Cycles (EAPCs). An EAPC must have pedals that can propel the bike, an electric motor with a maximum power output of 250 watts, and should not be able to propel the bike when it’s traveling more than 15.5 mph. Riders must be at least 14 years old. If an e-bike does not meet these requirements, it is classified as a motorcycle or moped and must be registered, taxed, insured, and the rider must have a valid driving license and wear a helmet.
